This figurine appears to have been mislabeled as The Fiddler 29 by Napco Ceramic Japan.
An internet search of The Fiddler produces images of another figure, one with a fiddle, not a cello. This one is carrying a cello and is found by searching for Little Cellist.
That same internet search will produce figurines made by M. I. Hummel, none made by Napco.
